Compliance Officer and Money Laundering Compliance Officer

Location: Guernsey (All candidates MUST hold an employment permit/Right to Work document for Guernsey)

Team Description

An exciting opportunity to join a leading offshore, Guernsey based financial institution that provides private banking and execution only investment products and services (amongst others) to its clients. The successful candidate will join an established compliance and risk team that has extensive skills and experience both locally and outside of the Channel Islands. Description of role and key responsibilities

Overview

Compliance Officer – assist the IBCI Chief Compliance Officer with the following:

  • Ensure that the Bank's regulatory risk is managed in accordance with the Bank's (and the Investec Group's) regulatory risk framework and financial crime risk appetite.
  • Ensure that all IBCI's operations are conducted in compliance with applicable laws and regulations.
  • Provide oversight of the Bank's Compliance (including Money Laundering, sanctions and assurance function).
  • Assist with the delivery of the regulatory engagement strategy and build strong relationships with all applicable regulators through regular, open and transparent engagement.
  • Provide some support and development to more junior members of the IBCI compliance team.
  • Develop and assess the compliance and financial crime framework, policies and procedures for the Bank.
  • Ensure all regulations are understood and adhered to across the Bank.
  • Provide guidance and advice to the Bank, senior management and the Board on regulatory matters.
  • Identify, document and assess the compliance and financial crime risks associated with the Bank's clients, products and business practices.
  • Report to senior management and the Board on all compliance and financial crime related matters.
  • Develop and implement a comprehensive, board approved Compliance Monitoring Programme.
  • Provide comprehensive and appropriate compliance related training to all staff and the Board.

The role covers all the jurisdictions IBCI either operates which is Guernsey, Jersey and the Isle of Man.

There will be a requirement to travel to London, Jersey, Isle of Man and possibly Switzerland and South Africa.

MLCO

The MLCO's role is to monitor the firm's compliance with its Financial Crime policies, procedures and controls and periodically report thereon to the board. In this respect the functions of the MLCO include:

  • Overseeing the monitoring and testing of IBCI's AML and CFT policies, procedures, controls and systems in place to assess their appropriateness and effectiveness.
  • Investigating any matters of concern or non-compliance arising from IBCI's compliance review policy.
  • Establishing appropriate controls to mitigate any risks arising from IBCI's compliance review policy and to remediate issues where necessary and appropriate in a timely manner.
  • Reporting periodically to the board on compliance matters, including the results of the testing undertaken and any issues that need to be brought to the board's attention.
  • Acting as a point of contact with the Commission and to respond promptly to any requests for information made.

The IBCI CO and MLCO will be fully supported by the CCO and the broader IBCI Compliance Team in the delivery of their objectives and responsibilities

MLCO

Core skills and knowledge

The ideal candidate should have a mix of risk, compliance and financial crime skills, knowledge and experience. Priority will be given to candidates with compliance and financial crime skills, knowledge and experience. The role requires previous experience within the banking sector.

Compliance & financial crime

Ideally 10 years' experience in compliance and financial crime, with at least 5 years' experience leading a team and reporting to board of directors or be part of a senior management team

Have a Compliance qualification or be wiling to obtain one.

General

  • University degree or relevant professional qualifications.
  • Skills to ensure a client centric approach to the day-to-day operations of the team.
  • Client focussed attitude within the risk frameworks set by the Bank.
  • Be a self-motivated, a self-starter that can work on their own or as part of the team.
  • Excellent verbal and written communication skills, as a large part of the role in talking with colleagues.
  • Methodical, thorough, and attentive to detail, with the ability to step away from the detail to take a high-level view of the team, the process and issues at hand.
